Presidency Announces End of Board Memberships Following Transition of Power

President Mahama ends statutory board memberships post-transition under Act 845, ensuring alignment with new governance priorities and transparency.

The Office of the President has issued an official notice to confirm the cessation of appointments to statutory boards, corporations, commissions, and councils following the transition to the administration of His Excellency President John Dramani Mahama. This directive is in compliance with the Presidential (Transition) Act, 2012 (Act 845) and marks a key step in the reorganization of state governance structures.

Scope and Implications of the Directive

Cessation of Appointments

  • Effective 7th January 2025, all members of statutory boards, corporations, commissions, and councils who were appointed by the former President or Ministers ceased to hold office.
  • This includes individuals who served on boards tied to government agencies, state-owned enterprises, and other statutory bodies.

Exemptions

  • The directive explicitly excludes commissions that are independent constitutional creations, such as the Electoral Commission and the Commission on Human Rights and Administrative Justice (CHRAJ). These bodies will continue to function as mandated by the Constitution.

Reconstitution Process

  • Affected boards, councils, commissions, and corporations will be reconstituted in accordance with the enabling laws governing each institution.
  • Appointments to these positions will reflect the priorities and vision of the new administration, ensuring alignment with its governance and policy objectives.

Administrative Guidance for Management

  • The management teams of affected entities are instructed to seek clearance from the Chief of Staff before making any major decisions or implementing significant policies.
  • This interim measure aims to maintain stability and prevent unilateral actions that could conflict with the new administration’s directives.

Acknowledgment of Service

President Mahama expressed his appreciation for the contributions of the outgoing board members, acknowledging their dedication to public service. He wished them success in their future endeavors, emphasizing the importance of their roles in Ghana’s development during their tenure.

Context and Importance

This move is part of the broader transition process aimed at ensuring a smooth and lawful transfer of power. By reconstituting statutory boards and commissions, the administration seeks to align governance structures with its vision of accountability, transparency, and development.
